- The participants in the
Auction-cum-Sealed tender basis should deposit Rs.1,00,000 /- as E.M.D. by means
of Demand Draft obtained in favour of the Executive Engineer (Hg.) South
Division, A.P. Housing Board, payable at Hyderabad and submit the same before
commencement of the auction and the demand draft will be returned to the
unsuccessful bidders soon after the auction is completed. The amount of EMD
will not be accepted in cash.
- Applicants intending to offer
the rate through sealed tender may do so in the prescribed form supplied with
the application form. The filling of sealed tender is optional. The applicant
/ authorized representatives may submit the sealed tender before commencement of
the open auction of the particular house. The sealed tender need to be dropped
in the box made available. APHB will not be responsible for the contents of any
unclosed or unsealed covers.
- The sale of House will be on Public-Auction-cum-Sealed Tender basis.
- The tendered amount in the sealed tender form needs to be higher than upset price. In case the bid amount
in open auction and tendered amounts are equal, the Auction Officer will conduct
open auction against between the highest bidder / tenderers. The tendered rate
need not be in multiple as may be announced by the Auction Officer and can quote
any rate.
- Once a sealed tender is received
with the application it will not be returned or allowed to be withdrawn under
any circumstances and the rate tendered therein shall be binding in case of
acceptance of the same.
- The auction will be held at the place and date as given in the Notification / Advertisement.
- Applications duly completed in
all respects shall be submitted in APHB Office, at 6th Gruhakalpa,
M.J. Road, Nampally, Hyderabad.
- Mere submission of applications
(including applications by post) does not amount to acceptance, APHB shall have
the right to reject any application.
- Applications received in
incomplete form in any respect or without EMD or contrary to the terms and
conditions and any other instructions will be rejected, even after acceptance of
the bid/tender.
- The Auction Officer shall have
the right and power to change, modify, alter, extend or prepone the time of the
auction and also to postpone the auction to any other date for reasons recorded
in writing.
- The Auction Officer shall have
the right to accept or reject any bid/tender without assigning any reason and no
grievance thereof will be entertained.
- The bidding by the applicants
shall be in multiples as may be fixed by the Auction Officer before commencement
of the auction.
- The auction will be knocked
down for the House in favour of the highest bidder. Soon after such knocking
down, the sealed tenders received in respect of the House will be opened and the
highest tendered rate will be recorded. The higher of the highest tendered rate
and the highest bid rate will be accepted by the Auction Officer and such
acceptance shall be binding on the applicant.
- The highest bidder should
deposit 25% of the bid amount and 1% (one percent) auction expenses on the total
bid amount within 24 hours after the auction is closed and the balance of 75% of
bid amount should be remitted within 30 DAYS from the date of confirmation of
auction by Vice Chairman & Housing Commissioner reserves the right of
confirmating or rejecting the auction bid without assigning any reasons.
- For any extended period beyond
30 DAYS a simple interest @ 12% on the balance amount due to the Board shall be
charged upto 30 DAYS.
- For violation of condition 2
above, 25% of bid amount and 1% (One percent) auction expenses remitted by the
successful bidder will be forfeited to the A.P. Housing Board and the House will
be put to re-auction.
- The highest bidder while
depositing the balance 75% of bid amount should also deposit Rs.500/- towards
cost of preparation of registration plan and Rs.200/- towards conveyance charges
to get the House registered in his / her favour. Further he/she has to bear the
stamp duty and registration charges as per rules.
- The highest bidder does not have
any legal right to claim the ownership of the House till the auction is
confirmed by the Vice Chairman & Housing Commissioner,payment of entire bid is
made and the House is registered in his/her name.
- Persons desirous of offering an
amount higher than the upset price fixed by the Board as indicated above alone
should participate in the auction.

be contacted on any working day during office hours or may attend the site on
working day between 9.00 AM to 18.00 hrs.
- The House offered for auction
will be sold in auction in the form and shape and condition in which it is
available on the date of auction.
- It shall be responsibility of the
auction purchaser to satisfy him/herself about the House before he/she
participates in the auction. The A.P. Housing Board would not entertain any
kind of objection after the bid is knocked down in favour of the highest bidder.
- The House will be registered in
favour of the auction purchaser only. If more than one person participated in
the auction for single House he/she should get the particulars recorded on the
spot. No auctioned House will be divided between the joint auctioneers.
- The names of the auction bidder
and the persons in whose favour property proposed to be registered shall be
recorded simultaneously in the auction forms and auction sheet on the day of
auction only.
- In the event of change of name if
any it shall be intimated by the successful bidder to the auctioning authority
before the closure of auction process.
- Any change of the name will not
be entertained after the auction process.
- The Electrical connection to the
House is to be obtained by the bidder from APTRANSCO.
- Intimation of
Confirmation-cum-Provisional Allotment or otherwise as the case may be, will be
sent by Registered Post. In case of non-receipt of such intimation, it shall be
the responsibility of the applicant to personally obtain a duplicate copy of the
notice from the office of APHB. Non-receipt of notice by the applicant shall
not be a ground for non-payment of the sale price or for delayed payment.
- The Vice Chairman & Housing
Commissioner is the final authority either to accept or to reject any or all the
bids and reserve right to cancel the auction without assigning any reasons
thereof and is not challengeable.
